Contingencies in each fund can only be appropriated for specific unforeseen events by approval of the City Council such as funding for service level policy changes, unforeseen catastrophic events or redirection of resources. The adopted budget appropriates contingencies in most funds to be used at the discretion of the governing body. The type of event determines the procedures to be followed. Oregon Local Budget Law sets forth procedures to be followed to amend the budget as events occur after budget adoption.
